Regular updates had been provided to councillors on the impact of COVID-19 and the Council’s response. As the lockdown restrictions begin to be eased and there was the requirement for services to return to some form of normality it was an appropriate time to ‘take stock’. The purpose of the report was to summarise the Council’s response to COVID-19 and to set out the plans that were being put in place for recovery.


The Cabinet extended their thanks to officers and community support groups across the District.


Options considered:


There were no options to consider at this stage.




1.    That the details of the response and recovery as outlined in the report be noted.


2.    That the Council’s Overview & Scrutiny Panels should begin to consider the recovery work streams plans at their next meetings.


Adoption of the IHRA Working Definition of Antisemitism pdf icon PDF 65 KB

The report was presented to enable the Council to consider adoption of the International Holocaust Remembrance Alliance’s (“IHRA”) definition of antisemitism.


Options considered:


·         To adopt the IHRA definition and examples. (recommended)

·         To adopt an emended version of the IHRA definition and/or examples. (not recommended as the Equality and Diversity Policy is common to the Alliance Councils)

·         To not adopt the IHRA definition. (not recommended)




That the IHRA definition of antisemitism, together with its illustrative examples, be adopted and incorporated as an appendix to the Council’s Equality and Diversity Policy.



Use of Inflatables on Council Owned Land - Consultation Report pdf icon PDF 109 KB

The purpose of the report was to provide Cabinet with an understanding of the guidance and legislation associated with the use of inflatables along with potential risk of their use.


Options considered:


There were four options available to the council in regards to the use of inflatables. These were detailed in the report and included:


1.            A total ban of the use of inflatables within council’s buildings and on council land (not recommended).


2.            Permit the use of inflatables in both council buildings and on its land. (not recommended).


3.            Introduce a partial ban on inflatables permitting their use indoors, where use can be more rigorously controlled, by the site operator. They would be permitted for use outdoors at events arranged by town or parish councils but not by any other third parties when held on the Council’s land. (Recommended).


4. Do nothing – Inflatables use continues to be permitted (not recommended).




That a partial ban of inflatables be approved and introduced as follows:


1.    Inflatables to be permitted to be used only in the following instances:


·           Permitted indoors where use can be controlled by the site operator.

·           Permitted outdoors at events arranged by town or parish councils.


2.    The use of inflatables not to be permitted for use outdoors at events held on the Council’s land where they are run by other third parties.
