DECISION:   That the Forward Plan for the period September to November 2017 be approved for publication.

Business Rates Revaluation and Local Discretionary Rate Relief Scheme pdf icon PDF 501 KB

The Cabinet considered a report that provided an overview of the updated and new business rate reliefs that had been recently announced by central government, and sought to approve the Council’s local discretionary business rate relief policy.  The report was considered by the Resources Overview and Scrutiny Panel on 4 October 2017.

 

Options considered:

 

Option 1 – Not Recommended

 

Not approve the Local Discretionary Rate Relief Policy and updated Business Rate Relief Policy.

 

Option 2 – Recommended

           

Approve the Local Discretionary Rate Relief Policy and updated Business Rate Relief Policy (subject to consultation).

 

DECISION:            1.    That the implications of the business rate revaluation on the local businesses in Staffordshire Moorlands including the new reliefs that have been implemented by central government be noted.

 

2.    That the principles and criteria for the local discretionary rate relief scheme taking into account comments from the Resources Overview and Scrutiny Panel (subject to consultation with preceptors) be approved.

Safeguarding Children and Adults at Risk of Abuse and Neglect pdf icon PDF 164 KB

Minutes:

The report provided an annual update to members of the Cabinet on the Council’s action to meet its safeguarding duties.  The report was considered by the Community Overview and Scrutiny Panel on 11 September 2017.

 

Options considered:

 

There were no options to consider.

 

DECISION:            That the actions taken by the Council in response to its safeguarding duties be noted.

The report presented a revised policy that aimed to further improve the Council’s approach to tackling environmental crimes such as littering, fly-tipping and dog fouling.  The report was considered by the Community Overview and Scrutiny Panel on 11 September 2017.

 

Options considered:

 

To approve the policy on environmental enforcement and the revised approach to enforcement activity described therein (recommended).

 

Not to approve the policy on environmental enforcement and to continue with the existing approach (not recommended).

 

DECISION:            1.      That the content of the report be noted.

 

2.      That the proposed Policy on Enforcement of Environmental Crimes be approved.

Exclusion of the Press and Public

The Chair to Move:-

 

“That, pursuant to Section 100A(2) and (4) of the Local Government Act, 1972, the public be excluded from the meeting in view of the nature of the business to be transacted or the nature of the proceedings whereby it is likely that confidential information as defined in Section 100A (3) of the Act would be disclosed to the public in breach of the obligation of confidence or exempt information as defined in Section 100 I (1) of Part 1 of Schedule 12A of the Act would be disclosed to the public by virtue of the Paragraphs indicated.”

 

Minutes:

Contract Award - Structural Engineering Services Framework

Minutes:

The Cabinet approved a report that considered the appointment of Structural Engineers to a framework for design and advice services to the Council following the completion of a tender exercise.
