With reference to minute 19/21 North Derbyshire CCG - Care Closer to Home Update, a written update was circulated from the CCG, which was noted,




That the minutes of the meeting held on 3 October 2018 be approved as a correct record.


Household Waste Bin Charges pdf icon PDF 132 KB


The Committee considered a motion which had been referred to the committee by Council on 13 September, which requested a review of household waste bin charges.  The text of the motion was attached to the report at appendix A.


The report set out the current policy, introduced from 1 April 2017, which had had the effect of reducing the number of requests for new or replacement bins by 63% and for missing or stolen bins by 75.5%.  The fees had been reviewed for 2018/19 to encourage waste minimisation and increase the council’s recycling performance.


In response to a query, it was clarified that charges do not apply if a bin is damaged during collection or falls into the back of the collection lorry.  If this is the case then the crew should record this and leave a card for the resident explaining what has happened.  Charges also do not apply if a brown bin is split due to a defect in the brown bins.  Charges do apply to bins which are reported lost or stolen.  It was noted that new collection vehicles were currently being procured which would have 360° CCTV and would enable reports of damage or missing bins to be investigated more easily.




That the Executive be recommended to keep the present system of charging for bin replacements in line with the existing fees and charges policy.


Alliance Environmental Services (AES) - Phase 3 - Transfer of Services - Street Cleansing & Grounds Maintenance pdf icon PDF 129 KB


The Committee were presented with the service specification for the services to be transferred to Alliance Environmental Services (AES) in the third phase, ensuring that future services delivery meets the requirements of the council.  Services included in this phase includes street cleansing and grounds maintenance.


Regarding performance, monthly contract meetings are held to go through performance and improvement measures put in place for any indicators that are off-track.


Clarification was sought around whether the existing arrangements would continue in terms of the use of the depot at Manor Park by community groups.


It was requested that arrangements for the maintenance of housing land be clarified.




That the development of the new operating arrangements be supported.

Reference was made to the DCC consultation around the eligibility criteria for older persons alarms.


There would be a further AES report for consideration at the meeting in February.


The Chair advised that the March meeting may be cancelled.




That, subject to the above amendment, the Select Committee Work Programme be noted.

Leisure Centre Operating Contract Award


The Committee considered the outcome of the recent procurement exercise completed to identify the future contract arrangement for the management of the Council’s leisure facilities, and made recommendations to the Executive.
