Minutes of the previous meeting Minutes: With regards to minute 24/39 Clear, Hold Build, nominations are still required to progress with the establishment of the Clear, Hold, Build Working Group. It was suggested that a meeting of the Working Group would take place prior to the next meeting of Community Select Committee (due 15 September 2024). Recent updates and changes to the process have taken place and an update on action taken will be presented to the first meeting of the Working Group.
RESOLVED: That the minutes of the meeting held on 13 March 2024 be approved as a correct record.

Working with the Voluntary, Community and Social Enterprise (VCSE) Sector Additional documents:
Minutes: The Leader thanked the Officers for the report, which he presented to the Committee. The report gave an update on:
· the Council’s working arrangements with Voluntary, Community and Social Enterprise (VCSE) sector organisations · the use of the Council’s Community Support Grant (CSG) funding · Derbyshire County Council’s consultation on ending discretionary grant funding; and · how the Council intends to continue to elaborate with and support the VCSE sector to deliver the Borough Plan and achieve further efficiencies.
A member asked what the Council’s Policy is regarding insurance of volunteer walk leaders. It was established that the Council’s insurance is for Council staff and Council-led activities, however, the Head of Communities and Climate Change will make enquiries with the CVS to establish if they have a relevant policy for affiliated organisations.
The Head of Climate Change and Communities advised that for each of the voluntary groups funded by HPBC, there is now a SLA in place. Within this SLA there is a requirement for each group to put on an event/open day which members could attend to see what each group is delivering.
Discussions were held around the Councillors Initiative Funding. Members agreed that it would be useful to be made aware of any new or lesser known organisations, potentially seeking funding. Members were informed that advice can be provided by Officers as required, however, that decisions as to who to award funding to, must be made by members.
The Leader requested that any comments that members wish to be included within the consultation response be forwarded to the Head of Communities and Climate Change and/or the Leader. Comments will then be collated and forwarded to the Chair and Vice-Chair prior to submission.
The Executive Member (Community Safety and Planning) suggested that a joint response from Leaders of other Derbyshire Local Authorities be submitted, and that constructive comments be made within the response.
RESOLVED: 1. That the recommendations as set out in paragraph 2 of the report, be approved. 2. That members of the Committee forward any comments for inclusion in the DCC consultation response to the Head of Communities and Climate Change and/or the Leader by 31 July 2024. The final response will then be shared with the Chair and Vice Chair prior to submission. 3. That the Leader considers submission of a joint response to the consultation with other Derbyshire Local Authority Leaders. 4. That the Head of Communities and Climate Change makes enquiries with the CVS to establish if they have an insurance policy for affiliated organisations, in relation to voluntary walk leaders.
