Item 9 “HPK/2017/0254 Land off Bingswood Road, Whaley Bridge – demolition of existing buildings and erection of 14 dwellings” – withdrawn from consideration at this meeting by the applicant

Councillor Dowson declared an ‘other’ interest in agenda item 8 “HPK/2018/0125 Former Bottling Plant, Station Road, Buxton – new multi agency healthcare campus” (reason: Foundation Trust Member of the DCHS NHS Foundation Trust, Member of the North West CCG Working Group Better Services Closer to Home and Public Governor for the High Peak at Stepping Hill Hospital)

 

Councillor Todd declared an ‘other’ interest in agenda item 8 “HPK/2018/0125 Former Bottling Plant, Station Road, Buxton – new multi agency healthcare campus” (reason: member of Transition Buxton, but had no knowledge of the comments made on the application)

The Committee had undertaken a site visit.

 

The Committee were addressed by Francesca Read (on behalf of Whaley Bridge Matters), County Councillor Alison Fox, Councillor Andrew Fox and Councillor John Pritchard in objection to the application and Simon Artiss (on behalf of Barratt Homes).

 

The Planning Officer advised that since the publication of the update sheet, an additional letter had been received commenting that the plans before the committee were not scaled and did not include a north arrow, to which the Planning Officer provided a verbal response to the committee.

 

RESOLVED:

 

1.    That approval be granted, subject to:

a.    A Deed of Variation to the existing Section 106 Undertaking attached to outline consent HPK/2014/0119 to reference the new consent;

b.    Repetition of the same conditions attached to outline consent HPK/2014/0119;

c.    Amendment to conditions 5, 24 and 31 of outline consent HPK/2014/0119 to reference the amended Development Framework Plan and wording

 

2.    That in the event of any changes being needed to the wording of the Committee’s decision (such as to delete, vary or add conditions / informatives / planning obligations or reasons for approval / refusal) prior to the decision being issued, the Operations Manager – Development Services be delegated authority to do so in consultation with the Chair of the Development Control Committee, provided that the changes do not exceed the substantive nature of the committee’s decision.

The Committee had undertaken a site visit.

 

The Committee were addressed by Guy Dunk in objection to the application.

 

The Planning Officer reported on a late update from the highway authority stating that £30,000 would be sufficient to cover the necessary highway intervention measures to be secured under a S106 agreement and split two-thirds to the NHS and one third to McCarthy and Stone.

 

RESOLVED:

 

1.    APPROVED as set out in the report, subject to:

a.    The provision of outstanding drainage information

b.    No objection from the Lead Local Flood Authority

c.    A S106 agreement to secure:

                                          i.    Plan monitoring fee of £10,000

                                         ii.    £30,000 towards the highway intervention measures to be split two-thirds to the NHS and one third to McCarthy and Stone

d.    The conditions as set out in the report;

 

2.    That in the event of any changes being needed to the wording of the Committee’s decision (such as to delete, vary or add conditions / informatives / planning obligations or reasons for approval / refusal) prior to the decision being issued, the Operations Manager – Development Services be delegated authority to do so in consultation with the Chair of the Development Control Committee, provided that the changes do not exceed the substantive nature of the committee’s decision.
