The Committee had undertaken a site visit.

 

Chairman of the Committee – Cllr. R McKeown – announced that a large amount of information had been received by all Committee members at 22:40 hrs on Saturday 7 September 2019 from ‘Whaley Bridge Matters’. Given the technical nature of the information, members felt that more time and clarification was needed to fully absorb the contents.

 

RESOLVED:

 

That the application be deferred for further consideration of the information received from ‘Whaley Bridge Matters’ and to allow for a “non-technical summary” clarification document to be produced to explain the drainage issues and proposals.

 

Cllr. Thrane requested that, once the clarification document had been produced, it be forwarded to a member of the Committee to confirm that it was suitably clear. She was happy to be the nominated member to do so.

The Committee were addressed by Mr A Barar.

 

Updates sheet contained a further letter of objection from the Serpentine Nursery School, responses from the Applicant, comments from DCC Highways and Officer response.

 

RESOLVED:

 

1.    That the application be refused for the reasons and based on the policies contained in the report, and

 

2.    That in the event of any changes being needed to the wording of the Committee’s decision (such as to delete, vary or add conditions/informatives/planning obligations or reasons for approval/refusal) prior to the decision being issued, the Head of Development Services be delegated authority to do so in consultation with the Chairman of the Committee, provided that the changes do not exceed the substantive nature of the Committee’s decision.

1.    That the application be approved as set out in the report, and

 

2.    That in the event of any changes being needed to the wording of the Committee’s decision (such as to delete, vary or add conditions/informatives/planning obligations or reasons for approval/refusal) prior to the decision being issued, the Head of Development Services be delegated authority to do so in consultation with the Chairman of the Committee, provided that the changes do not exceed the substantive nature of the Committee’s decision.
