Chair's Announcement

Minutes:

The Chair confirmed that the meeting was being broadcast live to the internet via the Council’s website and was capable of repeated viewing. The images and sound recording may be used for training purposes within the Council. All were asked to keep to the speaking guidelines which were outlined.  Any views expressed by any speaker in the meeting are the speaker’s own and do not necessarily reflect the views of High Peak Borough Council..

Minutes:

Councillor Oakley declared an ‘other’ interest in agenda item 6, “HPK/2019/0020 Land North of Saint Mary’s Catholic School, Cliffe Road, Glossop” (reason: knows the landowner and rents a field off the landowner next to the site) and withdrew from the meeting during the consideration and voting on the application

 

Councillors Barrow and Todd declared an ‘other’ interest in agenda item 8, “HPK/2020/0171 Market Hall, Market Place, Glossop” (reason: HPBC Executive Members) and withdrew from the meeting during the consideration and voting of the application

Erection of 38 unit housing scheme made up of 10 no. 2 bed houses, 22 no. 3 bed houses, 5 no. 4 bed houses (37 in total) for shared ownership and 1 no 3 bed bungalow (open market) and all associated car parking, landscaping and highway works

 

Applicant:        Bownsall Developments Ltd.  / Great Plains Housing Group

 

Members viewed the plans, photographs and a video of the site.   CGI images submitted by the applicant to demonstrate the effectiveness of the screening proposals were also viewed.

 

The Committee were addressed by Shaun Robinson in objection to the application and Marc Hourigan, planning consultant.

 

RESOLVED:

 

1.         That the application be refused as set out in the report;

 

2.         That in the event of any changes being needed to the wording of the committee’s decision (such as to delete, vary or add additional conditions / informatives / planning obligations or reasons for approval / refusal) prior to the decision being issued, the Head of Development Services be delegated authority to do so in consultation with the Chair of the Development Control Committee provided that the changes do not exceed the substantive nature of the committee’s decision.

Refurbishment of the existing pitched roof coverings, comprising removal and salvage existing slates, new battens and counter battens, new breathable membrane, re-installation of salvaged slate and import new slate where required.  Replacement leadwork, flashings and valley gutters.  Making good timber fascias and soffits, replacement rainwater gutters,  Replacement patent glazing and glazed lanterns.  Replacement flat roof coverings with built up mineral felt system.  Installation of new glazed lanterns over existing atriums.  Installation of roof access ladder and walkway system.  Internal works to the Market Hall will comprise of removal of existing suspended ceiling systems, insolation and removal of M&E services installations, removal of market traders stalls, partitions, raised access floors.
