Chair's Announcement

Minutes:

The Chair confirmed that the meeting was being broadcast live to the internet via the Council’s website and was capable of repeated viewing. The images and sound recording may be used for training purposes within the Council. All were asked to keep to the speaking guidelines which were outlined.  Any views expressed by any speaker in the meeting are the speaker’s own and do not necessarily reflect the views of High Peak Borough Council.

 

The Chair also announced that agenda item 6 HPK/2020/0301 184 Taxal Edge, Macclesfield Road, Whaley Bridge and Agenda item 8 HPK/2019/0376 Land to south of Waterswallows Road, Buxton had been withdrawn from the agenda for the reasons as set out in the update sheet.

Change of use from dwellinghouse (C3 use) to Children’s Home (C2 Use)

 

Applicant:        Mr Lee Read, Keddlestone Group Ltd.

 

Members viewed the plans and photographs of the site,

 

The Committee were addressed by Chris Payne in objection to the application and Adrian Kearley (Agent).

 

The Head of Development Services confirmed that the name of the property was “Whytecote” and not “Whyecote” as set out in the committee report.  It was also confirmed that reference to the signing of a S106 Agreement in the recommendation was an error, the amended recommendation was as set out in the update sheet.

 

The Head of Development Services was requested to add an informative to the decision notice requesting the applicant to liaise and have good communication with the local community.

 

RESOLVED:

 

1.    That planning permission be approved, subject to the conditions as set out within the report and an additional condition to require the car parking spaces to be laid out in accordance with the approved plans prior to first occupation of the property for C2 use and to be made available and kept unobstructed for parking throughout its use a a childrens home;

 

2.    That in the event of any changes being needed to the wording of the committee’s decision (such as to delete, vary or add conditions / informatives  / planning obligations or reasons for approval / refusal) prior to the decision being issued, the Head of Development Services be delegated authority to do so in consultation with the Chair of the Committee, provided that the changes do not exceed the substantive nature of the committee’s decision.

1.    That authority be delegated to the Head of Development Services in consultation with the Chair of the Committee to approve the application, subject to:

1.         the conditions as set out in the report;

2.         the additional condition requested by Environmental Health as set out in the update sheet;

3.         no objection being received from Highways England

 

2.    That in the event of any changes being needed to the wording of the committee’s decision (such as to delete, vary or add conditions / informatives / planning obligations or reasons for approval / refusal) prior to the decision being issued, the Head of Development Services be delegated authority to do so in consultation with the Chair of the Committee provided that the changes do not exceed the substantive nature of the committee’s decision.
