RESOLVED:

 

1.      That the application be APPROVED as set out in the report;

 

2.      That in the event of any changes being needed to the wording of the Committee’s decision (such as to delete, vary or add conditions / informatives / planning obligations for reason for approval / refusal) prior to the decision being issued, the Head of Development Services be delegated authority to do so in consultation with the Chair of the Committee, provided that the changes do not exceed the substantive nature of the Committee’s decision.

The Committee were addressed by Colin Moss, on behalf of a number of local residents who were present at the meeting, in objection to the application.

 

The Committee viewed plans and photographs of the site.

 

In response to concerns around parking, it was requested that the Council facilitate efforts to bring the local community and football club together to improve the issues in the area.

 

RESOLVED:

 

1.      That the application be APPROVED as set out in the report, subject to:

a.      an additional condition to ensure that any demolished materials are recycled as far as possible

b.      the amendment of condition 7, ‘Scheme of refuse bins’ to ensure that the scheme includes recycling bins

 

2.      That in the event of any changes being needed to the wording of the Committee’s decision (such as to delete, vary or add conditions / informatives / planning obligations for reason for approval / refusal) prior to the decision being issued, the Head of Development Services be delegated authority to do so in consultation with the Chair of the Committee, provided that the changes do not exceed the substantive nature of the Committee’s decision.

During the debate, the potential economic benefits of the proposed scheme were discussed, and it was suggested that further efforts could be made to secure an acceptable resolution.

 

RESOLVED:

1.      That consideration of the application be deferred to enable a period of further discussions with the applicant to try to find an acceptable solution;

 

2.      That a physical site visit be undertaken by the committee prior to the application being re-considered.
