The Chair announced that meetings open to the public may be recorded by reepresentatives of the media or by members of the public and set out the guidelines for the recording of public meetings and made reference to a guidance document that was available on the website.  The Chair then introduced Members.

Councillor Todd declared an interest in agenda item 7, “HPK/2024/0263 – 46 Ollersett Avenue, New Mills” (reason: HPBC application and member of the Executive) and withdrew from the meeting during the consideration and voting thereon

With reference to minute 25/32 “Tree Preservation Order at Moor Edge, New Mills Road, Birch Vale HPBC TPO No 315”, the Head of Development Services advised that since the last meeting of the Committee, further negotiations had been  undertaken with the owner of the site, who had now withdrawn his objection to the TPO, which meant that an early review of the TPO was not now required and the TPO could be confirmed without amendment.

RESOLVED:

1.    That the minutes of the meeting held on 22 July 2024 be approved as a correct record; and

2.    That with reference to minute 25/32 “Tree Preservation Order at Moor Edge, New Mills Road, Birch Vale HPBC TPO No 315” and the information provided by the Head of Development Services as set out above, that there is no requirement for the site to be re-assessed and the TPO being confirmed without amendment be noted.

Retrospective application for bin store

RESOLVED:

1.    That planning permission be granted as set out in the report;

2.    That in the event of any changes being needed to the wording of the Committee’s decision (such as to delete, vary or add conditions/informatives/planning obligations or reasons for approval/refusal) prior to the decision being issued, the Head of Development Services be delegated authority to do so in consultation with the Chair of the Committee, provided that the changes do not exceed the substantive nature of the Committee’s decision.

Reinstatement of an end terrace bungalow following a gas explosion

RESOLVED:

1.    That the application be approved as set out in the report;
