1. That approval be granted as set out in the report, subject to: 1. the conditions as set out in the report, subject to the amendment of condition 10 to read “Construction of all roads up to base course within 12 months of first occupation”; 2. the description of the development for this reserved matters, once the section 73 application, ref HPK/2017/0612 has been issued be amended to “Application for the approval of reserved matters following outline consent HPK/2017/0612” and the discharge of conditions 12, 14 and 15 of HPK/2017/0612 as set out in the update sheet; and 3. authority be delegated to the Operations Manager – Development Services, in consultation with the Chair to consider a variation to the S106 agreement to allow expenditure of the play area contribution in Harpur Hill itself rather than Cote Heath skate park if appropriate to do so.
