RESOLVED:

That the minutes of the meeting held on 31 March 2022 be approved as a correct record.

Consideration was given to a request from the trade for an increase in the metered fares for Hackney Carriages operating in the High Peak.  Following discussion it was proposed that both tariffs increase by £0.50.

RESOLVED:

1.     That approval be given to the proposed variation of the Table of metered fares charged by Hackney Carriages, tariff 1 to increase by £0.50 and tariff 2 to increase by £1.00.

2.     That the Head of Environmental Health be authorised to advertise the proposed fee increases in line with the procedure set out in Section 65 of the Local Government (Miscellaneous Provisions) Act 1976. An advertisement would be placed in the Local Paper and a copy would be displayed at the Council Offices.

3.     That the approved Table of fares be recommended to the Executive Councillor for approval, after the 14 day consultation period.

Discussion took place on the consultation responses received in response to the review of the Council’s current Hackney Carriage and Private Hire Policy.  This included the potential use of CCTV, past incidents and experiences at other local authorities.  Members also considered requirements for vehicle emissions/air quality and vehicle livery.

RESOLVED:

1.    That the consultation responses received to the proposed changes to the Council’s current Hackney Carriage and Private Hire Policy be noted.

2.    That the revised Policy be recommended to Council as detailed in the report subject to the following amendments:

Vehicle Emissions/Air Quality

·      At first application – Vehicles must meet or exceed Euro 6 (Diesel) Euro 4 (Petrol)  emissions standards from 2025.

·      At renewal – From 01/04/2027 vehicle licences will not be renewed in respect of any licensed vehicle that does not meet or exceed Euro 6 emissions standards (Diesel) Euro 4 (Petrol) emissions standards.

Vehicle Livery

·      That the Policy be revised to allow vehicles to be grey or silver in overall colour.

3.    That a formal Data Protection Impact Assessment, regarding the installation of internal CCTV in licensed vehicles be considered at the next meeting.

Members were updated in relation to the enforcement activity undertaken within the Licensing Section.
