That the minutes of the meeting held on 7 November 2019 be approved as a correct record.

Review of Taxi and Private Hire Licensing Policy pdf icon PDF 65 KB

Consideration was given to a minor amendment to the Hackney Carriage and Private Hire Policy 2016, as a response to funding opportunities within Derbyshire. Discussion took place on access to free training and should there be complaints then a training update being necessary.

 

RESOLVED:

 

1.    That the amendment to remove the pre-application requirement as detailed within Appendix E of the Council’s Policy be supported.

 

2.    That new drivers be issued with a driver badge for 12 months, if they fail to complete the required course within 12 months then their badge will not be renewed.

Licensing Enforcement Activity pdf icon PDF 98 KB

Minutes:

Consideration was given to enforcement actions by the Licensing Service in the period October 2019 to February 2020. 

 

Clarification was requested on whether the recent application for an ice cream van in the Glossopdale area was for a new applicant. Differences between street trading and pedlar licences were outlined, including street trading being static, pedlar being national and enforceable by the Police, event organisers and, if present Borough Council officers.  Discussion also took place on visits to premises and applicants being requested to supply additional information and plans if needed.

 

RESOLVED:

 

1.    That Councillors be invited to attend scheduled visits to premises.

 

2.    That the content of the report be noted.
