Apologies for absence

Minutes:

The Chair confirmed that the meeting was being broadcast live to the internet via the Council’s website and was capable of repeated viewing. The images and sound recording may be used for training purposes within the Council. All were asked to keep to the speaking guidelines which were outlined.  Any views expressed by any speaker in the meeting were the speaker’s own and did not necessarily reflect the views of High Peak Borough Council.

The meeting was held as a deliberative meeting to enable formal decisions to be made the Executive Director under delegated powers.

Minutes:

Councillor Dowson declared an “other” interest in relation to agenda item 4 – Update Street Trading Policy - being a member of New Mills Town Council, which held a Bonfire event and Christmas Lights event each year.

The Head of Environmental Health appraised members on updates to the Policy which were deemed necessary since the last review in 2019.

 

Consultation responses received were appended to the report and would be incorporated into the 2021-23 Policy.

 

Members were keen to incorporate tighter controls on the use of plastics and clearance of any associated litter. Discussion took place regarding arrangements for charitable events and all agreed that, where it was difficult for some small organisations to ‘prove’ their charitable status, some flexibility would be available for applications to be looked at on a case-by-case basis.

 

RESOLVED –

·       That the consultation responses received be noted;

·       That the amendments shown in the Draft Street Trading Policy be approved;

·       That the amended Street Trading Policy 2021-23 be approved;

·       Delegated authority be given to the Head of Environmental Health to determine appropriate charitable status on a case-by-case basis.

Licensing Enforcement Activity pdf icon PDF 231 KB

Minutes:

The Committee considered an update on enforcement activity by the Licensing Section between November 2020 and May 2021.

 

There had been a good level of compliance overall, particularly considering the fact that this had been in the midst of the Covid19 period. There had, however, been 2 joint visits (with Derbyshire Police) to a) an unlicensed Scrap Metal Yard and b) a licensed premises following a number of complaints of ASB, noise and intimidation.

 

Covid19 had generated an unprecedented amount of work in responding to complaints and requests for service related to the pandemic.

 

RESOLVED – That the report be noted.

 

The Chair thanked officers for their efforts during the pandemic.
