STATEMENT OF THE REASONS FOR THE DECISION:

The purpose of the report was to consider:

·       The progress made by the Staffordshire Moorlands Creative People and Places Partnership (OUTSIDE) since its inception in April 2022.

·       The plans for its ongoing operation through to March 2026

·       The approach that was being taken to plan for the potential of its future continuation

ANY ALTERNATIVES CONSIDERED:

The report set out the progress with the 3-year Arts Council England programme which the Council committed to through to 2025. Arts Council England had extended the programme for a further year to allow the programmes in the national portfolio to be fully delivered – the option not to agree to this extension was not recommended.

DECISION:

The Portfolio Holder:

1)              Noted the independent evaluation of OUTSIDE’s first delivery year as detailed at Appendix A;

2)              Supported the Business Plan for 2024 – 2028 as detailed at Appendix B;

3)              Confirmed the Council’s support for the extension of the programme of activity for a further year i.e. 2025/26 in line with Arts Council England’s proposal;

4)              Approved the revised MoU as detailed at Appendix D;

5)              Noted the potential for a bid for inclusion in the Arts Council England’s 2026 – 2028 Creative People & Places Programme and supported work being undertaken to prepare, subject to a further report prior to a bid being made.
